Prof. Neshev was born on 17 February, 1935. He graduated from Sofia University in 1960, further study as a PhD student, and from 1968 as a lecturer of the Faculty of Philosophy. He completes his dissertation in 1973 on "Basic problems of the moral goal (historical and theoretical aspects)"; specialised in Moskow in 1975, and in 1976 becomes associate professor. In 1986 he became professor. He was Dean between 1976 and 1979, and a Vice-Rector.

His scientific interests were in the field of Ethics. Prof. Neshev leads courses in Ethics, Ethics in Journalism, Ethics in Pedagogy, etc. He is the author of a number of monographs and brochures, among which "The Liberal Idea", "Politology of the 20th century" and many others.
