A regional network of departments in communication and communication experts was established as an international non-profit association, which will combine the efforts of lecturers and experts from Albania, Bulgaria, Greece, Macedonia, Serbia, Croatia, and Turkey on completing interdisciplinary scientific projects in the sphere of public communication.

Prof. Dr Minka Zlateva was elected as the first President of Balkancom, who was the author of the initiative and organized the three workshops since 2007.

The event took place as part of the XII conference of UNESCO department "Communications and Public Relations" of Faculty of Journalism and Mass Communication. The President of Bulgaria Georgi Parvanov said in his address to the conference participants that "for us, these who live on the Balkans, the dialogue and communication between different cultures, traditions, ethnoses, and religions is not only political responsibility, but also part of the everiday work for establishing and developing the European aspect and perspective of the region.

The conference was organised in colaboration with PROON - Bulgaria and the European Journalism Training Association (EJTA).
