Assoc. Prof. Savina Mihaylova-Goleminova and Dr. Magdalena Vlahova-Veleva attended an international scientific conference "The Influence of European Integration on the Development of Monetary Law", on 30th May, 2023 at Faculty of Law, University of Niš, the Republic of Serbia with report about “Challenges and Opportunities Facing Bulgaria on the Way to the Eurozone”.

They highlighted that Financial Law as an independent and positive legal discipline faces a lot of challenges nowadays in Bulgaria due to the complicated correlations, hierarchy and relations with the EU Law and financial system of the EU and it has its own fundamental place in the legal order of South East European Countries and Western Balkans (former socialist countries).

 

Monetary Law is a part of the Financial Law, but has its own place as an Independent and Positive Legal Discipline like Tax Law, Customs Law, etc., because of its interdisciplinary approach. They concluded that Bulgaria aims to become the 21st euro area member state and is in the process of joining the euro area. Currently, Bulgaria is facing a lot of challenges, including political instability, as well as economic obstacles, due not only to internal but also to external factors. It is a must to address all obstacles in this context, applying the key values of the European Union (art. 2 (TEU)), especially the Rule of Law. A lot of interesting topics have been presented during the conference with prominent presenters:

  • Assoc. Prof. Marko Dimitrijević, Faculty of Law, University of Niš- “Monetary Law as an Independent and Positive Legal Discipline in Serbian Academia”;
  • Full Prof. Tatjana Jovanić, Faculty of Law, University of Belgrade - “Climate Change Recognition by Central Banks: Emerging Strategies and Policy Tools”, etc.

The University of Niš awarded a three-year project within the Erasmus+ Jean Monnet programme of the European Union, to organise teaching and to conduct scientific research in the field of European monetary law. The Jean Monnet Module entitled "Jean Monnet Module for European Monetary Law-MONELA" was established within the bachelor academic studies of law, but is also intended for students of master's and doctoral studies in law, as well as lawyers in practice (judiciary, advocacy, public administration). The project number is 620002-EPP-1-2020-1-RS-EPPJMO-MODULE.
