From June 19 to 21, 2025, the annual congress of the European Association of Tax Law Professors (EATLP) took place in Bergen, Norway, bringing together more than 300 leading tax law experts from Europe, the United States, Canada, Brazil, Australia, Japan, and other countries.
Bulgaria was represented by Assoc. Prof. Dr. Savina Mihaylova-Goleminova, Head of the Master's Program in “Economics and Management of Public Resources” at the Faculty of Economics and Business Administration of Sofia University “St. Kliment Ohridski”. She served as the national reporter for Bulgaria, alongside her colleague Dimitar Stoimenov.
This year’s central theme was “Taxing Real Estate”, a timely topic with wide-reaching implications for fiscal policy, public finance, and sustainable development. The Bulgarian national report was part of a collection of 39 country reports, thematic analyses, and a general report, all of which will be compiled into a publication by IBFD under the leadership of Prof. Michal Radvan.
The event was hosted by the Faculty of Law at the University of Bergen and the Norwegian School of Economics, in close collaboration with the EATLP Board. Participants expressed their gratitude to the hosts, Prof. Peter Koerver Schmidt and Prof. Henrik Skaar, for their warm welcome and excellent hospitality.
During the congress, the IBFD book from the 2024 EALTP Congress titled "Taxation and Inequalities", edited by Professor Rita de la Feria, was also presented. Assoc. Prof. Dr. Savina Mihaylova-Goleminova was the national reporter for Bulgaria on this topic at last year’s congress.
