ACER was founded in 2011 with a Regulation which is part of the Third Energy Package. ACER member authorities are the national energy regulatory authorities of the EU Member States. The Agency fosters a fully integrated and well-functioning European energy market, where electricity and gas are traded and supplied according to the highest integrity and transparency standards, so that EU consumers and businesses can benefit from a wider choice, fair prices and greater protection. To achieve this goal, ACER works closely with a wide range of energy stakeholders, the EU institutions and policy makers. The headquarters of ACER is in Ljubljana, Slovenia.

Dr. Georgiev is an alumnus of the Faculty of Economics and Business Administration, Sofia University, and currently heads the Department of "Economics and Industrial Management" at FEBA. He has long served as director of the Master’s program "Energy Markets and Services" and is Director of the English-taught program "Nuclear Technologies, Management, and Innovations" - a joint initiative between the Faculty of Economics and Business Administration and the Faculty of Physics, accredited by the International Atomic Energy Agency (IAEA).
