On April 15, 2025, a training session organized by the Public Enterprises and Control Agency (PECA) took place in Hall 10 of the National Palace of Culture (NDK), focused on the current topic: “State-Owned Enterprises and Sustainability”. The event attracted exceptional interest, with over 160 representatives from state-owned enterprises registering to participate.
Among the speakers were Assoc. Prof. Dr. Savina Mihaylova-Goleminova, head of the Master's Program “Economics and Management of Public Resources”, lecturer in the discipline “Public Enterprise Management” and member of the team that executed the key project "Preparation of an analysis of state-owned enterprises established by special laws under Art. 62, para. 3 of the Commercial Law to clarify the nature of their activities", commissioned by the PECA and approved by Decision No. 231/2021 of the Council of Ministers.
Also participating were Kalin Slavov, Executive Director of “Transparency International – Bulgaria” and lecturer in “Business Integrity” in both the Master's Program “Economics and Management of Public Resources” and the Master's Program in “Responsible and Sustainable Governance”, and Evgenia Kyuchukova, a sustainability expert and lecturer in the Master's Program in “Responsible and Sustainable Governance”.
The official opening of the event was delivered by Mrs. Petya Alexandrova, Executive Director of PECA. The training addressed key aspects of the new non-financial reporting requirements, including environmental and social responsibility, good corporate governance, and the application of sustainability principles in the operations of public enterprises.
A focal point of the program was the strategic goals and principles of the OECD Guidelines, which are embedded in the Public Enterprises Act and its implementing regulations. This topic was presented by Assoc. Prof. Dr. Mihaylova-Goleminova alongside Irena Syarova, Director of the Financial Directorate at PECA.
Particular interest was sparked by the presentation of the ESG Platform – an innovative platform for digital sustainability management, introduced by its creator Smilen Milanov, a graduate of the Master's Program in “Responsible and Sustainable Governance”.
Panel moderators included Rada Gyonova and Polya Koleva – sustainability experts and graduates of the “Responsible and Sustainable Governance” Master’s Program at the Faculty of Economics and Business Administration at Sofia University.
The event established itself as a key platform for the exchange of best practices and for strengthening the capacity of public enterprises in the context of sustainable development and good governance.
