Dr. Desislava Kalcheva, a lecturer in the Department of Industrial Economics and Management, Faculty of Economics and Business Administration, Sofia University “St. Kliment Ohridski”, has been elected as a member of the Fiscal Council*.
She has over 15 years of experience in the field of public finance, including as a municipal finance expert at the Fund for Local Authorities and Governments in Bulgaria (FLAG) and as a chief expert at the Fiscal Council, Bulgaria.
Dr. Kalcheva's main research interests are in the field of public finance, regional development and investments, fiscal decentralization.
Dr. Desislava Kalcheva joined Sofia University “St. Kliment Ohridski” in 2019, initially as a part-time lecturer, and in 2023, as a full-time assistant in the Department of Industrial Economics and Management. She teaches lectures on “Local Finance” and leads seminars in “Public Finance.”
*The Fiscal Council is an independent advisory body on fiscal governance matters, established in 2015. Its purpose is to independently monitor and analyze the budgetary framework to ensure sustainable public finances, improve the quality of official macroeconomic and budget forecasts through impartial assessments based on objective criteria, and enhance transparency and public awareness regarding the country’s fiscal governance.
