Assoc. Prof. Savina Mihaylova-Goleminova, as a member of the Organizing Committee of the International Scientific Conference “Law and Social Conflicts” , will attend the Faculty of Law at the University of Niš on April 25th and 26th, 2025.
She will also present her report there, addressing issues related to “The New Competitiveness Compass for the EU and the Bulgarian Policy of Participation in State Public Enterprises.” The European Commission has recently issued the communication "A Competitiveness Compass for the EU," which will guide its future work. This communication is based on the Mario Draghi report, "The Future of European Competitiveness," released in September 2024, which states that Europe has been concerned about slowing growth since the beginning of this century.
These two documents provide a clear direction for developing the European Union's new strategy after 2027, including preparations for the New Multiannual Financial Framework and the Clean Industrial Deal. In the meantime, on February 26, 2025, the European Commission adopted new proposals — known as the two Omnibus packages — aimed at reducing bureaucracy and simplifying EU rules for citizens and businesses.
In parallel, the OECD has recently issued a revised version of its Guidelines on Corporate Governance of State-Owned Enterprises (2024), introducing a new chapter titled "State-Owned Enterprises and Sustainability." Additionally, amendments to the Accounting Act were promulgated in State Gazette No. 17/28.2.2025, postponing the submission of non-financial sustainability reports by one year.
Given Bulgaria’s advanced stage in the process of accession to both the Eurozone and the OECD, the Bulgarian government has once again commissioned an updated analysis of state-owned enterprises established by special laws. The aim is to clarify whether their activities are primarily commercial or mainly related to public functions and policies.
The Policy on State Participation in Public Enterprises, approved by Council of Ministers Decision No. 776 of October 12, 2022, remains central. Updating this policy is crucial to enhancing the competitiveness of Bulgarian state public enterprises and addressing societal needs.
