The hub will connect science with industry through the protection, management, and technology transfer of intellectual property on research developments, technologies, and innovations. This is laid down in a draft Memorandum of Understanding between the Ministry of Education and Science, Sofia University, the Patent Office of Bulgaria, and the European Patent Office department, which was approved by the Council of Ministers on May 11, 2023. With the implementation of the Memorandum, cooperation between the signatory institutions in the field of education and training on topics related to intellectual property and technology transfer will continue.

The purpose of the future hub will be the training of professionals in the field of intellectual property and technology transfer. It will provide training and expertise, relevant patent information for research and development activities, and related technology transfer for innovation, competitiveness, and economic growth. The administration of the hub will be taken over by the Institute, and the European Patent Office will support its activities by providing expertise in the field of intellectual property and training.
