Chief Assist. Prof. Desislava Kalcheva, PhD
Dr. Desislava Kalcheva joined Sofia University St. Kliment Ohridski in 2019, initially as a
Parttime Lecturer, and in 2023 as a full-time assistant in the Department of Industrial Economics and Management. She has over 15 years of experience in the field of public finance, including as a municipal finance expert at the Fund for Local Autorties and Governments (FLAG) and as a chief expert at the Fiscal Council of Bulgaria. Dr. Kalcheva's main research interests are in the field of public finance, regional development and investments, fiscal decentralization.
Desislava Kalcheva participated in the preparation of various methodologies related to the assessment of financial autonomy and determining the level of creditworthiness of municipalities.
Projects:
- Participation in a European Commission project on Local Autonomy Index Project II - country expert
- Participation in a project of the University of Warsaw on Territorial Reforms in Europe: Comparative perspective – country expert
Membership in organizations:
- Individual member of The Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee)
- Member of The European Urban Research Association.
