Rosen Plevneliev: By the End of 2018 Full Consensus Must Be Reached on the National Program for the Development of Bulgaria till 2030

On the invitation of the Students’ Council of Sofia University and the Students’ Club of the Political Scientist the Bulgarian head of state participated in a discussion held at Sofia University.

By the end of 2018, when Bulgaria is to take over the chairmanship of the Council of the EU for the first time, there must exist a consensus on “Bulgaria 2030” National Program for Development and the strategic document must be synchronized with the European and global agenda for development. “I hope that Bulgarian politicians will complete it and the next head of state will see the good points that have already been scored, and will subsequently build on it.“ That was stated by Bulgarian President Rosen Plevneliev in a informal meeting with students at Sofia University “St. Kliment Ohridski” on the future priorities of “Bulgaria 2030” National Program for Development.

Within the framework of the Youth Vision for the Development of Bulgaria initiative, in December, 2015, at the National Military University, the President launched a nation-wide debate on the strategic document of the development of this country till 2030; it will serve as a superstructure of the realization of the current “Bulgaria 2020“ program.

Rosen Plevneliev expressed his confidence that “Bulgaria 2030“ will be based on a nation-wide debate and reminded the audience that at a Consultation Council meeting in 2014 discussing “Bulgaria 2020“ program wide political consensus was arrived at.

According to the President, the major principle in the elaboration of the program for development till 2030 should be further building on it rather that starting from ab initio. “Bulgaria 2020“ changed the agenda, and from one scandal to another, from crisis to crisis we have passed over to the consistent implementation of the strategic goals this country faces and the latter have been materialized by several successive cabinets. “Bulgaria 2030” National Program for Development must step on “Bulgaria 2020“ and be also synchronized with the global goals of the world agenda for development which the country is party to,“ Rosen Plevneliev pointed out. He added that the objectives of the Paris Agreement on Climate and the global UN agenda for development should also be included in the National Program for the Development of Bulgaria till 2030.

In President Plevneliev’s words, in the world at present several large scale processes are evolving: technological, social and democratic, and geopolitical revolutions. “How will Bulgaria become part and parcel of these processes today is up to all of you, who in 2030 will bear the responsibility for the running of our country, and all of us,“ the head of state said to the young audience.

For the students the President outlined the three driving forces of the economic development of each country – the investments, the level of consumption and the innovations. “If we expect more investments, however, there should be a better level of education, a better business environment and supremacy of the law. This is why the legal reform is part and parcel of our joint effort to become more affluent. The citizens will feel themselves better in their own country when the politicians do not alter their yardsticks every four years“, Rosen Plevneliev said. “We miss a focus. Only for the past three months in three directions, i.e. in the IT sector, in the car, and in the outsourcing industries, 30 000 new work places have been created,” the President id.

The head of state stated that we need an active civil society and the safeguarding of the European direction of development of the country whose validity many political subjects in this country still question. “Bulgaria 2030“ is only a small step to the practical realization of this goal.
