On 15 November 2025, Ms. Angelina Todorova, Administrative Director of the Competence Centre “Clean Technologies for a Circular Economy” (Clean&Circle BG), delivered a guest lecture to the students of the master’s program „Economics and Management of Public Resources“.

Ms. Todorova has extensive experience in the field of public finance and European funding, including positions at the Ministry of Finance, the Ministry of Regional Development and Public Works, among others. She is Bulgaria’s national rapporteur to the Joint Research Center of the European Commission and has been directly involved in the establishment and operation of the Fund of Funds.

The lecture was held within the course Public Finance and Taxation and covered the following topics:

• The European Green Deal
• The Investment Plan for a Sustainable Europe
• The new Taxonomy Regulation
• Energy taxation

The students from the master’s program „Economics and Management of Public Resources“ actively participated in the discussion. During the session, practical case studies were examined, related to energy communities and energy poverty, the principles of “the polluter pays” and “Do No Significant Harm” (DNSH), as well as the Carbon Border Adjustment Mechanism.
