Introduction

In 2005, the European Commission adopted the European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers . These two documents, addressed to researchers as well as research employers and funders in both the public and private sectors, are key elements in the European Union’s policy to boost researchers’ careers. The Charter and Code sets out 40 general principles around the roles, responsibilities and entitlements of researchers, employers and funders with regard to research careers, structured in four main dimensions:

  • Ethical and professional aspects;
  • Recruitment and selection;
  • Working conditions and social security;
  • Training and development.

The Human Resources Strategy for Researchers (HRS4R) supports research institutions and funding organizations in the implementation of the Charter and the Code in their policies and practices.

HRS4R culminates in the recognition of human resources excellence in research by the European Commission for institutions that have advanced adapting their human resources policies to the principles set out in the Charter and Code. Acknowledged institutions have the right to use the HR Excellence in Research” logo.

Implementation of the HRS4R at Sofia University “St. Kliment Ohridski”

In October 2016 the Rector of Sofia University "St. Kliment Ohridski" signed a Declaration of Endorsement of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.

In April 2017, the University submitted its first application for "HR Excellence in Research" award.

Following the rejection of the application and the recommendations of thе assessors, during the period 2017-2018 the University has undertaken several measures to improve its internal procedures and relevant policy documents in order to overcome the deficiencies found.

In March 2019, the University resubmitted its application. Although it was accepted, the assessors suggested areas of improvements. The assessors’ feedback has been reflected in the revised GAP Analysis and the Action Plan:

On 4 October 2019, the University was granted with the award and the rights to use the „HR Excellence in Research“ logo. The progress in the implementation of the Strategy and the Action plan is subjected to a self-assessment after 2 years of receiving the logo.

The European Commission's high recognition reflects the University's policy, its responsibilities and commitment to provide a stimulating and favorable working environment, to promote the scientific achievements and the career development of researchers, observing the principles set out in the Charter and Code.

As part of the action plan, by a decision of the Academic Council of June 30, 2021, was adopted the Strategy for the Development of Human Resources in Science and Innovation at Sofia University "St. Kliment Ohridski ” for the period 2021-2030 .
