In implementation of the work programme of the Twin4eco project, and in connection with the participation of the Faculty of Economics and Business Administration in two key initiatives for the sustainable development of innovation and entrepreneurship in Bulgaria – Green Transition Forum 5.0 and Dialogue Innovations.BG 2040 – a position paper in the format of a Policy Brief has been prepared.

The paper discusses both the opportunities for support and the risks facing academic entrepreneurship, technology transfer, and the commercialization of scientific research.

In the second half of 2025, important political and administrative decisions are expected regarding the structuring and launch of instruments such as the Technology Transfer Fund and the Student and PhD Start-up Fund, the updating of the regulatory framework – in particular Decree No. 61 of 2 April 2020 – as well as the planning of targeted budgets for intellectual property protection for 2026.
