GATE Centre of Excellence “Big Data for Smart Society”

is a research institute, established in 2019 in Sofia, Bulgaria as a joint initiative between Sofia University Bulgaria, Chalmers University of Technology (Chalmers) and Chalmers Industrial Technology (CIT), Sweden.

Being the only Big Data and AI CoE in Eastern Europe, GATE‘s ultimate mission is to :

  • Establish a world-class ecosystem for basic and applied Big Data and Artificial Intelligence research and innovation
  • Be a focal point between academia, government and industry for Big Data and Artificial intelligence domain
  • Serve as a catalyst for economic growth based on data-science innovation, digitalization and knowledge-based entrepreneurship across various economic sectors.

GATE will initially focus on developing research capacity in 4 data science areas with more to come along the way:

  • Big Data Management
  • Big Data Analytics
  • Big Data Insight
  • Big Data Software Engineering

GATE will create value and will deliver innovation excellence into following four strategic application themes:

  • Future Cities
  • Intelligent Government
  • Smart Industry
  • Digital Health

 

GATE CoE will develop advanced infrastructure, including 3 Open Innovation Labs (Citi Living Lab, Digital Twin Lab, and Visualization Lab) and versatile platform, integrating the Big Data, IoT and AI emerging technologies.

With respect to its intensive development in 2020, GATE CoE is looking for:

 

Project Portfolio Manager

 

Responsibilities:

Leadership

  • Collaboratively with GATE management establishes and leads the GATE project management structure.
  • Coordinates and facilitates the leadershi effort toward the establishment of the project portfolio definition, its structure and processes, from ideation through evaluation, selection and prioritization; to execution, tracking and measuring the achieved results.
  • Engages key stakeholders to evaluate proposed and ongoing projects based on strategic alignment, value, risk, effort, and cost.
  • Aligns the project prioritization with the strategic research and innovation strategy and annual plan objectives.
  • Works with key stakeholders and budget managers to assess and track financial impact of all project work.
  • Advices executives on actions required to balance the portfolio of existing assets and services.

Project methodology and training

  • Maintains appropriate industry knowledge of common reserch and innovation project and services concepts, practices and procedures.
  • Leads the implementation, and management of a common GATE PPM methodology and related technology platforms.
  • Develops and maintains project governance tools, templates, guidelines, procedures and processes.
  • Directs the creation and maintenance of the required project portfolio documentation and artifacts.
  • Provides training and support related to project and portfolio management.

Project management and supervision

  • ensures the adherence of the research and innovation project management to the GATE guidelines, policies and practices.
  • Works with project teams to oversee the full range of the project life cycle (initiate, plan, execute, close).
  • As mandated and resourced by leadership, ensures and balances the availability of the required skills and competencies across project teams within the project portfolio.
  • Ensure the oversight and coordination of dependencies across the projects in the portfolio, and resolve or escalate conflicts.
  • Supports effective and efficient delivery of the largest and most strategically important projects including scope, schedule, cost, risk, resources, and quality.
  • Leverages business and technical understanding to ensure appropriate review and quality validation occurs for deliverables.
  • Performs regular QA health checks of research and innovation projects.

Project portfolio review and reporting

  • Ensures effective communication with the GATE executives, stakeholders, project managers, functional and resource managers.
  • Establishes, maintains, and provides portfolio management reporting using appropriate metrics.
  • Directs the communications and reporting around the project portfolio, its content and the individual project performance to the stakeholders and senior executives.
  • Conducts quarterly reviews with senior business and research stakeholders, Project Steering Committee and other relevant bodies to assess and validate the project portfolio, reprioritize and execute changes to meet business and research needs as required.

 

Skills, experience and qualifications:

  • Master’s degree in computer science, information technology or related field. Additional Master degree in Business Administration or relevant highly desired and advantageous.
  • PMI PMP/ACP, PRINCE2 Practitioner or other equivalent program/project management certification by internationally recognized methodologies and institutions.
  • At least 10 years of successful experience in prepration, planning, delivery, and implementation of complex ICT programs/projects in classic waterflow and/or agile methodologies.
  • Demonstrated successful program/project management experience in design and implementation of new business and IT models, processes, organizations, leading to business performance improvement and continued culture of informed decision-making.
  • Experience in independent analysis in relation to novel and complex ideas with demonstrating ability for identifying business, research and organizational challenges, opportunities, appropriate methodologies and approaches.
  • Creative problem-solving skills to analyze and solve complex problems and reporting issues.
  • Proven ability of building collaborative relationships internally as well as with relevant industry groups and professionals.

  • Excellent interpersonal skills and ability to build strong working relationships with a wide variety of stakeholders, including internal and external colleagues, students and external stakeholders.
  • Leadership skills with resilience and a proven ability to lead, motivate, coach and develop staff.

  • Proven planning and organizational skills and an ability to take initiative.

  • A positive demeanor and approach to responsibilities, persistent in achieving goals and overcoming challenges.
